Most evaluations have suffered from weak research designs...most studies evaluate program effects, few...evaluate program implementation. The result of these shortcomings is that there is little knowledge regarding how prevention programs actually operate; which programs have been effective; why certain programs have been effective; and whether these programs are likely to be effective in other settings or with other populations.” (p. 253)
